Planned Works Supervisor
Job description
The school has in its care an extraordinary range of buildings from chapels and classrooms to a swimming pool and science laboratories; from the fourteenth century to the twenty-first. The list embraces 11 Boarding Houses and over 100 staff houses, many listed grade 1 and 11.
This built environment is maintained and improved by the Works Department. Under
the direction of the Estate Bursar, who also manages the capital projects, the Works Manager has a staff of about 25 operatives and is supported by a Services Manager, General Forman and an Office Manager.
Members of staff have a great affection for the school and 18 of its number have worked here in excess of 10 years. Combined with this affection, their skills produce a comprehensive and reliable service to the school community.
The Role
To lead a small team responsible for the delivery of planned maintenance, refurbishment and external decorating projects, ensuring the team and subcontractors deliver works in a cost effective manner and to programme, to our high standards of workmanship and in accordance with H&S Legislation.
Planning, organising and delivering projects
such as:
• Domestic refurbishments associated with seasonal moves within our domestic housing stock
• Staff house refurbishments
• Kitchen and bathroom renewals
• Residential side boarding house refurbishments
• One off refurbishment projects to other school buildings, including offices, classrooms, external areas, and leisure facilities
• Restoration projects on the College’s ancient buildings
• Repairs and External Decoration to various properties as part of the cyclical maintenance Programme.
Responsibilities
• Carry out the day-to-day running of various projects simultaneously
• Develop and update programmes of work to be implemented by the Planned Maintenance or Special Works Manager
• Ensure works allocated are delivered to the programme, and communicate progress on a regular basis
• Ensure the in-house team deliver a cost efficient support service
• Ensure all in-house and external labour are allocated efficiently to ensure projects are delivered to the timescales set
• Carry out surveys on site and provide estimates of works for cost and effective resource planning
• Carry out the day-to-day supervision of the in house team to ensure high productivity levels are maintained and ensure non-productive time is kept to a minimum
• Deal with technical issues on site agreeing workable solutions
• Assist with the procurement of works with contractors and suppliers through a competitive process
• Ordering and calling of subcontractors, materials and plant effectively to ensure project deadlines are met
• Ensure works are executed safety through generic and site specific risk assessments and method statements where necessary
• Ensure the sites are set up with all welfare facilities and are in compliance with the CDM Regulations
• Ensure that work is implemented in accordance with the Asbestos at Works Regulations and including the procurement and support of asbestos refurbishment & demolitions (R+D) surveys where necessary
• Ensure the team are adequately trained and competent to deliver work safely
• Delivery of regular toolbox talks
• To ensure a quality of works in maintained to the highest standard
• Ensure effective communication is provided throughout the team and to other stakeholders involved with projects.
Person Specification
• Self-motivated, organised and adept at programming and co-ordinating multiple small projects
• The ability to “own” the delivery of various building related projects
• A sound knowledge of Health & Safety regulations and suitable risk assessments and method statements
• The ability to plan, programme and organise their own work and that of their team
• Excellent customer and personnel communication skills
• Demonstrate an understanding of good levels of customer satisfaction and care
• Demonstrate good attention to detail
• Excellent time management skills
• Flexibility of approach and manner
• Be self-motivated, show initiative, and able to offer solutions to problems encountered
• Appropriate IT skills including MS Excel and Word.
Terms of Service
Start Date
As soon as soon as possible.
Hours of Work
Monday - Friday: 40 hours per week, with 30 minutes for lunch and 10 minutes morning break. The Planned Works Supervisor will be expected to assist with out of hours calls as part of a supervisor rota.
Salary
Up to £35,000 (gross) per annum. Salary is paid monthly, in arrears, to a nominated bank account in 12 equal payments. Salary levels are reviewed on 1 September annually.
Uniform
Certain items of uniform will be provided, including polo shirts and sweatshirts. All items must be kept clean and in good repair; laundering will be the responsibility of the individual.
Holidays
The College leave year runs from 1 September to 31 August. This role will be entitled to the statutory holiday requirement which is presently 28 days. Any Public Bank Holiday occurring during term time is deemed a normal working day. All leave must be taken by prior arrangement with the Estate Bursar, and for which four weeks’ notice is required. Generally, staff are discouraged from taking holidays during school holidays as the major work load is when the College properties are empty, some exceptions being made when staff have school age children.
Probation and Notice Periods
The first six calendar months of employment will be a probationary period. During this period conduct and performance will be reviewed. The College may extend the probationary period if it is deemed to be required. During the probationary period the notice required to terminate employment will be one week (by either the employee or employer). The notice period will increase to one month upon the successful completion of the probationary period.
Pension and Life Cover
On employment, employees will be auto-enrolled into the College’s pension scheme according to legislative thresholds. Those who are not eligible for auto-enrolment may still elect to join the College’s pension scheme.
Initially, when joining the College’s pension scheme, employees will become a member of the College’s Group Personal Pension Plan (GPP). For this Plan, known as Tier 1, the employee contributes 5% and the employer 3%.
After 9 month’s membership of the Tier 1 plan employees may opt to join Tier 2, which is also a Group Personal Pension Plan and the contributions are 5% from the employee and a 9% contribution from the College.
Employees in Tier 1 automatically qualify for a Life Cover of 2 times salary. On entry to Tier 2 Life Cover changes to 4 times salary.
Enhanced Disclosure and Barring Check
Winchester College is committed to safeguarding the welfare of children at the school. Therefore, this appointment will be subject to a successful Enhanced Disclosure Barring check. This will provide details of convictions, reprimands, warnings, cautions and bind overs as per the DBS filtering guidance. A policy on the recruitment of ex-offenders,
