Planned Maintenance Manager
Job description
The Role
To lead two teams responsible for the delivery of Planned Maintenance programmes, ensuring work is delivered in a cost effective manner and to programme, to our high standards of workmanship, and in accordance with H&S Legislation.
This position reports into the Works Manager.
The Works Department
The College has a considerable building stock
comprising a number of the original medieval buildings together with subsequent additions as the College has expanded through its 600 years of existence. The department operates out of a purpose built facility in Kingsgate Road.
The Works Department is a valued and respected support service at the very heart of the school with a reputation for excellent quality and friendly staff. In order to meet increasing demands, the College is currently seeking to modernise this department. The overall Works Department budget is c GBP 5m, which includes reactive and planned maintenance. External contractors are used for individual capital projects normally under the direction of the Estate Bursar and appointed consultants.
The current Works Department workforce is approaching 30 staff and comprises mixed teams of various trades. High quality is expected of all staff in terms of workmanship, behaviour, organisational skills and productivity. The Planned Maintenance Manager will be responsible for planning, supervising and delivering an annual programme of repairs and improvements and reporting to the Works Manager. The current programme is worth GBP 3m.
Candidates will ideally have experience of implementation a programme of building works delivered with excellent client communications, managing small trade teams and the personality to support effective change.
Responsibilities
The successful applicant will lead two teams each with their own supervisor and staffed with a mix of tradesmen currently totalling nine staff. The teams comprise a mix of carpenters, plumbers, electricians and painters. One team will be focused around internal refurbishment and the other on internal and external decorations. The successful applicant's core responsibilities will include the planning, supervision and delivery of the annual planned maintenance programme on time, on budget, and to the high standards we demand.
Person Specification
Ideally from a trade background, the successful candidate will be used to managing small multi trade teams. They will be self-motivated, organised and adept at programming and coordinating multiple small projects and monitoring budget expenditure for an annual planned programme.
Candidates are invited from any building related trade. For indicative purposes, qualifications should be equivalent to one of the following:
Degree in Construction or a BTEC National Higher Diploma in Building Studies
In addition applicants should have/be able to:
* The ability to "own" the delivery of the annual planned programme
* A sound knowledge of Health and Safety Regulations and suitable risk assessments and method statements
* The ability to plan, programme and organise their own work and that of their teams
* Excellent customer and personnel communication skills
* Demonstrate an understanding of good levels of customer satisfaction and care
* Demonstrate good attention to detail
* Excellent time management skills
* Flexibility of approach and manner
* Be self-motivated, show initiative, and able to offer solutions to problems encountered
* Appropriate IT skills including MS Excel and Word (knowledge of the use of PDA's desirable). The experience in Microsoft Project would also be an advantage.

In line with the overall works programme, develop and update Planned Maintenance programmes to monitor progress of individual projects and to use for reporting purposes.
Efficiency
Ensure the in-house team deliver a cost efficient support service.
Ensure labour is allocated efficiently, and working practices reviewed regularly to ensure delivery times are reduced where possible.
Budgets
Production of estimates for work and ensuring costs are monitored regularly against budgets; reporting any variances to the Works Manager.
Procurement
Procure works with contractors and suppliers through a competitive process and monitor spend against budgets.
Develop and implement tendering procedures, including the use of framework agreements where possible to ensure the efficiencies are increased.
Health & Safety
Ensure all works undertaken are in accordance with the CDM regulations 2015 and other relevant Health & Safety legislation.
Ensure works are executed safety through generic and site specific risk assessments and method statements where necessary.
Ensure that work is carried out in accordance with the Asbestos at Works Regulations and including the procurement and support of asbestos refurbishment & demolitions (R+D) surveys where necessary.
Ensure the team are adequately trained and competent to deliver work safely.
Develop and maintain Health & Safety records such as training, scaffolding, hot working permits, ladders inspection, risk assessments, method statements asbestos etc.
Quality
To ensure a quality control system is implemented to maintain high standards of work.
Communication.
Ensure effective communication is provided throughout the team.
Other
Maintain and report KPI's to the Works Manager as required.
Use and train staff on the College's electronic fault and repair system (Quadpro).

Hours of Work
Monday - Friday: 0800 - 1700 with 1 hour for lunch. The Planned Maintenance Manager will be part of an emergency call out rota for supervisors and direct tradesmen as necessary.
Salary
Circa GBP 38/000 (gross) per annum. Salary is paid monthly, in arrears, to a nominated bank account in 12 equal payments. The salary is paid in 12 equal instalments monthly in arrears to a nominated bank account. Salary levels are reviewed on 1st September annually. The next salary review for this post will be September 2020.
Holidays
The College leave year runs from 1 September to 31 August. The position will be entitled to the statutory entitlement of paid holiday per annum, which is currently 28 days including Bank Holidays. Bank Holidays occurring during term time are deemed as normal working days.
All leave must be taken by prior arrangement with the Estate Bursar, and for which four weeks' notice is required. Generally, staff are discouraged from taking holidays during school holidays as the major work load is when the College properties are empty, some exceptions being made when staff have school age children.
Probation and Notice Periods
The first four calendar months of employment will be a probationary period. During this period conduct and performance will be reviewed. The College may extend the probationary period if it is deemed to be required. During the probationary period the notice required to terminate employment will be one week (by either the employee or employer). The notice period will increase to one month upon the successful completion of the probationary period.
Pension and Life Cover
After 3 months' employment, employees will be auto-enrolled into the College's pension scheme according to legislative thresholds. Those who are not eligible for auto-enrolment may still elect to join the College's pension scheme.
Initially, when joining the College's pension scheme, employees will become a member of the College's Group Personal Pension Plan (GPP). For this Plan, known as Tier 1, the employee contributes 5% and the employer 3%.
After 9 month's membership of the Tier 1 plan employees may opt to join Tier 2, which is also a Group Personal Pension Plan and the contributions are 5% from the employee and a 9% contribution from the College.
Employees in Tier 1 automatically qualify for a Life Cover of 2 times salary. On entry to Tier 2 Life Cover changes to 4 times salary.
Enhanced Disclosure and Barring Check
