THE ROLE
The Services and Energy Manager will be the school lead for all Mechanical and Electrical Services and, in conjunction with the Estate Bursar, agree a long-term maintenance strategy for all M&E services, as well as offering technical support to the in house works team and other support services within the school.
He/she will manage the school feed in tariff's and grant submissions, review and monitor utility usage, and assist the Chief Accountant in the procurement of utilities in line with our green energy policies.
The post holder will produce designs and technical specifications for capital works projects, project administer works to ensure they are delivered cost effectively, within programme and to a high standard. These projects will be delivered through our own in house trade teams and externally through consultants and contractors. The Services and Energy Manager will ensure all systems and equipment are maintained and inspected on a regular basis ensuring the school maintains 100% statutory compliance at all times.
THE WORKS DEPARTMENT
The College has a considerable building stock comprising a number of the original medieval buildings together with subsequent additions as the College has expanded through its 600 years of existence. The department operates out of a purpose built facility in Kingsgate Road.
The Works Department is a valued and respected support service at the very heart of the school with a reputation for excellent quality and friendly staff. In order to meet increasing demands, the College is currently seeking to modernise this department. The overall Works Department budget is c GBP 5m, which includes Reactive and Planned maintenance. External contractors are used for individual capital projects normally under the direction of the Estate Bursar and appointed consultants.
The current Works Department workforce is approaching 30 staff and comprises mixed teams of various trades. High quality is expected of all staff in terms of workmanship, behaviour, organisational skills and productivity.
RESPONSIBILITIES
* Provide technical support and design for small building projects produced in house for both Mechanical and Electrical
* Project co-ordination of larger M&E works through an external consultant and main contractor
* As Energy Manager assist the Estate Bursar and Chief Accountant in reviewing and monitoring utility usage and procurement for the school
* In conjunction with the Estate Bursar manage the school's Feed In tariffs and RHI submissions - submit readings on government web site and record payments made
* Assist the Estate Bursar in reviewing and considering green energy policies and explore options for the school services looking at capital and life cycle costings
* Partake actively in the school green agenda
* Manage an over view of all M&E operation and installations within the school
* Maintain certification for the school electricians and compliance to standards
* Compliance testing and monitoring
* Maintain and monitor the campus BMS system
* Assist the Estate Bursar in compiling and executing both the long term and yearly planned maintenance programme for M&E
* Procure works with contractors and suppliers through a competitive process and monitor spend against budgets
* Develop and implement tendering procedures, including the use of framework agreements where possible to ensure efficiencies are increased
* Monitor and ensure execution of the school service contracts

* Assist with the implementation of an effective emergency call out system and be part of a rota to offer support to clients and operatives attending site.
PERSON SPECIFICATION
* The post holder will have a background and comprehensive experience in either Mechanical or Electrical services and will be expected to have a good understanding of both the opposite discipline and system controls
* He/she will be self-motivated, organised and adept at programming and coordinating multiple small projects and monitoring budget expenditure for an annual planned programme
* Ideally have a HND or Degree in Electrical or Mechanical services
* A sound knowledge of Health and Safety Regulations and suitable risk assessments and method statements
* Appropriate IT skills including MS Excel and Word. Experience in Microsoft Project would also be an advantage
* The ability to use CAD software would be advantageous but is not essential
* The ability to plan, programme and organise their own work and projects
* Excellent customer and personnel communication skills
TERMS OF SERVICE
START DATE
As soon as soon as possible.
HOURS OF WORK
Monday - Friday: 0800 - 1700 with 1 hour for lunch. The Services and Energy Manager will be part of an emergency call out rota for supervisors and direct tradesmen as necessary.
SALARY
Circa GBP 44,000 (gross) per annum. Salary is paid monthly, in arrears, to a nominated bank account in 12 equal payments. Salary levels are reviewed on 1st September annually. The next salary review for this post will be September 2020.
HOLIDAYS
The College leave year runs from 1 September to 31 August. The position will be entitled to the statutory entitlement of paid holiday per annum, which is currently 28 days including Bank Holidays. Bank Holidays occurring during term time are deemed as normal working days.
All leave must be taken by prior arrangement with the Estate Bursar, and for which four weeks' notice is required. Generally, staff are discouraged from taking holidays during school holidays as the major work load is when the College properties are empty, some exceptions being made when staff have school age children.
PROBATION AND NOTICE PERIODS
The first six calendar months of employment will be a probationary period. During this period conduct and performance will be reviewed. The College may extend the probationary period if it is deemed to be required. During the probationary period the notice required to terminate employment will be one week (by either the employee or employer). The notice period will increase to one month upon the successful completion of the probationary period.
PENSION AND LIFE COVER
After 3 months' employment, employees will be auto-enrolled into the College's pension scheme according to legislative thresholds. Those who are not eligible for auto-enrolment may still elect to join the College's pension scheme.
Initially, when joining the College's pension scheme, employees will become a member of the College's Group Personal Pension Plan (GPP). For this Plan, known as Tier 1, the employee contributes 5% and the employer 3%.
After 9 month's membership of the Tier 1 plan employees may opt to join Tier 2, which is also a Group Personal Pension Plan and the contributions are 5% from the employee and a 9% contribution from the College.
Employees in Tier 1 automatically qualify for a Life Cover of 2 times salary. On entry to Tier 2 Life Cover changes to 4 times salary.
ENHANCED DISCLOSURE AND BARRING CHECK
